This book examines how the COVID-19 pandemic has engendered a new and challenging environment in which borders drawn around people, places, and social structures have hardened and new ones have emerged. Over the course of the COVID-19 pandemic, borders closed or became unwelcoming at the international, national, sub-national, and local levels. Debate persists as to whether those countries and territories that tightly managed their borders, like New Zealand, Australia, or Hong Kong, got it ‘right’ compared to those that did not. Without doubt, a majority of those who suffered and died throughout the pandemic have been those from vulnerable populations. Yet on the other hand, efforts taken to manage the spread of the disease, such as through border management, have also disproportionately affected those who are most vulnerable. How then is the right balance to be struck, acknowledging, too, the economic and other imperatives that may dissuade governments from taking public health steps? This book considers how international organizations, countries, and institutions within those countries should conceive of, and manage, borders as the world continues to struggle with COVID-19 and prepares for the next pandemic. Engaging a range of international, and sub-national, examples, the book thematizes the main issues at stake in the control and management of borders in the interests of public health. This book will be of considerable interest to academics in the fields of health law, anthropology, economics, history, medicine, public health, and political science, as well as policymakers and public health planners at national and sub-national levels.

This book introduces a novel discourse, based on socio-legal theory of compliance with international environmental law, which addresses the overarching question: When can international environmental law and policy achieve implementation, compliance, and be effective? Offering an important contribution to academic and practical understandings of implementation and compliance with international environmental obligations, the book firstly critiques existing multidisciplinary theories of law and then brings together international and domestic legal theories to highlight their symbiotic relationship. This chapter analyses the international humanitarian legal ordering of human and other relationships during armed conflict and disaster by looking at two examples, namely the ‘natural’ environment and human-scientific constructed AI-powered swarms of drones. Drawing on these examples, as well as post-anthropocentric and posthuman legal scholarship, the authors argue that International Humanitarian Law (IHL) has some potential in developing in a post-anthropocentric direction, specifically in reorienting its focus from armed conflicts to violent outbursts by making use of the Deleuze-Guattarian notion of ‘war-machines’. The authors argue that this will enable IHL to offer a better protection on a less anthropocentric and more inclusive and equal basis in a shared posthuman ecology. The chapter offers an overview of current legal regulations as well as a theoretical and practice-oriented outline for the development of IHL.

This is an open access book. Lewis F Richardson (1981-1953), a physicist by training, was a pioneer in meteorology and peace research and remains a towering presence in both fields. This edited volume reviews his work and assesses its influence in the social sciences, notably his work on arms races and their consequences, mathematical models, the size distribution of wars, and geographical features of conflict. It contains brief bibliographies of his main publications and of articles and books written about Richardson and his work and discusses his continuing influence in peace research and international relations as well as his attitude to the ethical responsibilities of a scientist. Lewis Fry Richardson is one of the 20th century’s greatest but least appreciated thinkers—a creative physicist, psychologist, meteorologist, applied mathematician, historian, pacifist, statistician, and witty stylist. If you’ve heard of weather prediction, chaos, fractals, cliometrics, peace science, big data, thick tails, or black swans, then you have benefited from Richardson’s prescience in bringing unruly phenomena into the ambit of scientific understanding. This open access book is the first comprehensive overview of maritime or marine spatial planning. Countries across the globe are beginning to implement maritime spatial plans; however the authors of this collection have identified several key questions that are emerging from this growing body of MSP experience. This open access book summarizes the findings of the VUELCO project, a multi-disciplinary and cross-boundary research funded by the European Commission's 7th framework program. It comprises four broad topics: 1. The global significance of volcanic unrest 2. Geophysical and geochemical fingerprints of unrest and precursory activity 3. Magma dynamics leading to unrest phenomena 4. Bridging the gap between science and decision-making Volcanic unrest is a complex multi-hazard phenomenon. The fact that unrest may, or may not lead to an imminent eruption contributes significant uncertainty to short-term volcanic hazard and risk assessment. Although it is reasonable to assume that all eruptions are associated with precursory activity of some sort, the understanding of the causative links between subsurface processes, resulting unrest signals and imminent eruption is incomplete. When a volcano evolves from dormancy into a phase of unrest, important scientific, political and social questions need to be addressed. This book is aimed at graduate students, researchers of volcanic phenomena, professionals in volcanic hazard and risk assessment, observatory personnel, as well as emergency managers who wish to learn about the complex nature of volcanic unrest and how to utilize new findings to deal with unrest phenomena at scientific and emergency managing levels. This Open Access book presents feedback from the ‘Territorial Agroecological Transition in Action’- TATA-BOX research project, which was devoted to these specific issues. The multidisciplinary and multi-organisation research team steered a four-year action-research process in two territories of France. It also presents: i) the key dimensions to be considered when dealing with agroecological transition: diversity of agriculture models, management of uncertainties, polycentric governance, autonomies, and role of actors’ networks; ii) an operational and original participatory process and associated boundary tools to support local stakeholders in shifting from a shared diagnosis to a shared action plan for transition, and in so doing developing mutual understanding and involvement; iii) an analysis of the main effects of the methodology on research organisation and on stakeholders’ development and application; iv) critical analysis and foresights on the main outcomes of TATA-BOX, provided by external researchers.

This open access book presents a comprehensive analysis of biofuel use strategies from an interdisciplinary perspective using sustainability science. This interdisciplinary perspective (social science-natural science) means that the strategies and policy options proposed will have significant impacts on the economy and society alike. Biofuels are expected to contribute to reducing greenhouse gas emissions, revitalizing economies in agricultural communities and alleviating poverty. However, despite these anticipated benefits, international organizations such as the FAO, OECD and UN have published reports expressing concerns that biofuel promotion may lead to deforestation, water pollution and water shortages. The impacts of biofuel use are extensive, cross-sectoral and complex, and as such, comprehensive analyses are required in order to assess the extent to which biofuels can contribute to sustainable societies. Applying interdisciplinary sustainability science concepts and methodologies, the book helps to enhance the establishment of a sustainable society as well as the development of appropriate responses to a global need for urgent action on current issues related to biofuels.

This volume examines the impact of globalization on international environmental law and the implementation of sustainable development in the Global South. Comprising contributions from lawyers from the Global South or who have experience in the Global South, this volume is organized into three parts, with a thematic inquiry woven through every chapter to ask how law can enable economies that can be sustained, given the limited carrying capacity of the earth. Part I describes and characterizes the status quo of environmental and economic problems in the Global South during the process of globalization. Some of those problems include redistribution of environmental burden on the public through over-reliance on the state in emerging economies and the transition to public-private partnerships, as well as extreme uncontrolled economic expansion. Building on Part I, Part II takes an international perspective by presenting some tools that are in place during the process of globalization that lead to friction and interfaces between developed and developing economies in environmental law. Recognizing the impossibility of a globalized Northern economy, the authors in Part III present some alternatives through framework ideas of human and civil rights, environmental rights, and indigenous persons’ rights, as well as concrete and specific legal tools to strengthen justice and rule of law institutions. The book gives new perspectives to familiar approaches through concrete examples by professional practitioners and theoretical discourse by academic researchers, and can thereby form the basis for changes in practices, as well as further discussions and comparisons. Environmental Groups and Legal Expertise explores theuse and understanding of law and legal expertise by environmental groups. Rather than the usual focus on the court room, it scrutinises environmental NGO advocacy during the extraordinarily dramatic Brexit process, from the referendum on leaving the EU in June 2016 to the debate around the new Environment Bill in the first half of 2020. There is generally a weak understanding of both the complexity and the potential of legal expertise in the environmental NGO community. Legal expertise can be more than a tool for campaigners, and more than litigation: it provides distinctive ways of both seeing the world and changing the world. The available legal resource in the sector is not just a practical limit on what can be done, but spills into the very understanding of what should be done, and what resource is needed. Mutually reinforcing links between capacity, understanding, culture and investment affect legal expertise across the board. There are, however, pockets of sophisticated legal expertise in the community, and legal expertise was heavily and often effectively used in the anomalously law-heavy Brexit-environment debate. The ability to call on thinly spread legal expertise in a crisis was in part due to effective NGO collaboration around Brexit-environment.
